The tester applies a power (line) frequency voltage between the inner and outer electrodes of the shoe (specimen) being tested, if the test specimen does not fail, the current in mA displayed on the ammeter is the leakage current; the voltage in kV indicated by the voltmeter is the withstanding voltage.
